Philippine-Spanish Friendship Day
It was on this day in 1899 that President Emilio F. Aguinaldo signed a
decree declaring as friends, not prisoners of war, the Spanish soldiers
who surrendered to the Filipino soldiers after the long siege, of
almost a year, of the Baler church where the Spaniards had held out.
The decree granted the Spanish soldiers safe conduct to return to
Spain. In issuing the decree, President Aguinaldo extended to the
Spanish a brotherly appreciation of their loyalty and defense of their
country and the magnanimity of the Filipino heart.
The friendship between our two countries is rooted in events prior to
and after the incident in Baler. Spanish culture continues to pervade
Philippine culture. A third of the Philippine national language is
composed of Spanish loan words. Other Philippine languages and dialects
also incorporate numerous Spanish words. The names of people and roads
constantly remind us of our Hispanic heritage. Our songs, cuisine, and
modes of entertainment are also predominantly Hispanic in origin.
Finally, the lasting legacy of Spain in the Philippines is expressed in
both the structures and the spirit that evidences the long history and
strength of our Christian faith.
After our independence, Philippine-Spain relations have continued to
flourish on shared values of democracy, freedom, and development. Spain
has thus been very supportive of the economic development efforts of
the country; its Official Development Assistance program in the
Philippines is its biggest in Asia. The Philippines and Spain renewed
their 1947 Treaty of Friendship, expanding it to a Treaty of Friendship
and Cooperation in 2000. With this new agreement, our countries have
forged partnerships in the areas of culture, transportation, tourism,
investments, social security, financial cooperation, political
cooperation, and technical cooperation.
We are optimistic about the future of the Philippines-Spain relations,
as the relations between our countries and peoples have a long history.
